She's known for stepping out in some odd outfits, but Jaime Winstone may have showed off her most eccentric look yet.

The 26-year-old actress took to the catwalk at London Fashion Week yesterday to model Pam Hogg's Autumn Winter 2012 collection.

She was joined by a host of famous faces who sat in the audience to enjoy the show at the Freemasons Hall.

As Winstone strutted her stuff down the runway, onlookers were at first unsure if it was her.

The blonde star certainly looked different as she sported a mono-brow, grey lipstick and doll-like eyelashes.

She sashayed down the catwalk in a bright red, grey, black and white creation that featured a volumised skirt and a roll-neck jumper on top.

Her unusual look was finished off with a pair of black platform PVC ankle boots and a gigantic collar that resembled a dog lampshade.

As Winstone showed off the ensemble, she tried her best to keep a serious face but as she interacted with another model, she couldn't hide her smile.

Her grin was even bigger as she walked the runway hand-in-hand with Hogg herself.

The British designer - whose clothes have been worn by stars such as Lady Gaga, Rihanna and Naomi Campbell - looked chuffed as she closed her show, and even wore a pair of PVC leggings herself.

A variety of famous faces had made the effort to come along to her show including singers Alexandra Burke and Kate Nash.

X Factor winner Burke kept things conservative wearing a pair of black satin trousers, matching heels and a grey fitted jacket.

She posed with her hand on her hip ahead of the show and added colour by wearing bright blue nail varnish.

Nash, on the other hand, steered clear of plain garments by wearing a brightly-coloured top and long matching hoody with black shorts and thick tights.

Other celebrities enjoying the event were Duran Duran keyboardist Nick Rhodes, who took plety of his own photos from the front row.

And not sitting far from him was U.S. star Janice Dickinson, who watched the catwalk intently next to another former model Jo Wood.

【林帝佑╱台北報導】違章建築爭議不斷,內政部也針對《違章建築處理辦法》提出未來修法將走向「強制拆除前先罰鍰,最高可罰20萬元,且按次計罰,直到違建人自行恢復原狀」,業者預估,若未來法案落實得宜,中古違章建築可能成「票房毒藥」,買方購買意願降低,房價也看跌。

內政部近日著手修正《違章建築處理辦法》,針對違章建築,將改為強制拆除前就先罰鍰,最高可罰20萬元,且將按次計罰至恢復原狀。
所謂違章建築,是指違反《建築法》及其相關子法的建物,以台北市為例,建築管理處從1995年至2011年底,統計「違建查報已處理」的件數已高達10萬多件。

「未申請就違法」

其中外觀較容易辨認的頂樓、陽台和露台違建,則分別有1萬4219件、9733件及3352件。
台北市建築管理處主任祕書高文婷表示,「未經過申請就施工的都是違建」,因人力不足,取締以檢舉通報為主,只希望新的違建不要再增加,現行法規是強制拆除後若再重建,可能被處1年徒刑或30萬元以下罰鍰,但修法後罰鍰則按次計罰,應能減少違建的產生。

10間有7間加蓋

全台各大都會區違建仍呈「拆不及蓋」,中信房屋大安復興加盟店副理李家行表示,屋主希望多用1坪是1坪,在有限空間上做最大利用,常見的違建包括頂樓、露台或陽台加蓋,另外室內則有違法夾層或陽台外推等,都是用來增加使用面積。
以頂樓加蓋來說,能出租、自用,買賣又能計價,李家行表示,「10間就有7間附頂樓加蓋」,通常頂樓加蓋以正常使用坪數價格的二分之一至三分之一出售。
住商不動產企劃研究室主任徐佳馨表示,違建空間不能保證永久使用,可能即報即拆,加上違建多為二次施工,較易漏水,建物結構安全也沒有保障。
而未來強制拆除前先罰鍰,徐佳馨表示,以頂樓加蓋來說,出售能計價,但修法後賣方可能要先拆除,不然買方擔憂連續裁罰而打退堂鼓,反成為「票房毒藥」。

加蓋難再計價

頂樓加蓋未來可能根本無法計價,甚至房價因此而下修,不過仍然待法規實際執行後,才能看出影響層面有多大。
住在新北市某公寓的民眾許智堯表示,「要使用頂樓還要樓上住戶同意,若火災要逃到頂樓等救援,卻沒有逃生出口,一點好處都沒有。」
